This commit introduces agent roles and the ability for agents to receive
specialist tools based on their role or domain.

- Added `agent_is_supervisor` function to determine if an agent should
act as the group's supervisor based on database group memberships or
config. - Updated `register_data_sources_with_target` to only register
Bluesky monitoring for supervisor agents. - Updated `setup_group` to
assign SystemIntegrityTool and ConstellationSearchTool to specialist
agents based on their role or domain. - Updated Discord and CLI defaults
to prefer the Supervisor. - Updated various files to use the supervisor.
- Updated the quick-reference and CLAUDE files with roles. - Updated the
